Private Sector Development (Including Agriculture)

IPE Global works with businesses, market intermediaries and policy makers to drive inclusive growth and market based approaches to reduce poverty in developing countries and fragile states. Our approach recognises the primary importance of the private sector in providing solutions to stimulate economic transformation and productive employment for men and women equally, to promote social inclusion and women’s economic empowerment, as well as innovating for climate change adaptation & resilience.

We have specific strengths in qualitative, quantitative research and analysis including market assessments, feasibility studies, value for money assessments, gender and social inclusion reviews & audits and the design of measurement systems & frameworks. We mainstream gender and social inclusion into all aspects of our work. IPE Global has a strong track record in designing, implementing and measuring the impact of enterprise challenge funds which support businesses to develop innovative solutions to problems faced by poor people (men and women) in low-income countries.  We have also worked with a number of programmes to apply the Donor Committee for Enterprise Development (DCED) Results Measurement Standard, a framework tailored to measuring the impact of private sector development programmes in reducing poverty and promoting inclusive growth.

Projects

  • DFID/Nike Foundation: Marketing Testing of the Girls Initiative (2013)

    The Nike Foundation developed a strategic case to transfer economic assets directly to adolescent girls, to overcome barriers that have prevented women and girls from access to and control of economic activities and trade. We conducted a market testing of this initiative to gauge the enthusiasm of private sector, NGOs and other interested parties in either applying for or providing funds to this initiative. 

  • The Shell Foundation: Impact Evaluation of Shell Foundation Beneficiaries, (2015)

    The Shell Foundation is an independent charitable foundation established by the Shell group to create and scale new private sector solutions to global development challenges. We assisted the Shell Foundation in developing a framework to understand the impacts that its social enterprise partners have on their end-beneficiaries. As part of evaluation, we designed result measurement processes and data collection tools. These impacts included increased incomes directly from the enterprises and the wider value chain, and social impacts including improved quality of life and reduced emissions.

  • DFID: Technical Support Unit for Growth, Resources, Opportunities and Wealth Creation (GROW), Bihar (2015-2020)

    DFID is assisting the Government of Bihar (GOB) in promoting inclusive economic development by attracting private sector investments, effectively steer revenue collection and utilisation, and strengthen growth transmission. IPE Global is providing Technical Assistance to the GoB to: (a) improve the investment climate for private sector growth; (b) boost revenue collection, and strengthen public financial management to make development more effective, and; (c) revamp technical education in the state to create jobs, particularly for Women, Scheduled Castes (SCs) and Minorities.

  • JICA: Reviewing Productivity Enhancing Measures Adopted in Ethiopia: Kaizen, Benchmarking and Twinning, Ethiopia (2017)

    To formulate new and relevant policies, the Ministry of Industry, Government of Ethiopia has refocused its monitoring & evaluation capability to assess three policy tools aimed at encouraging greater productivity: kaizen, benchmarking and twinning, all of which have been adopted in recent years. IPE Global is conducting an in-depth study to review these productivity enhancing measures in Ethiopia. The main analytical focus of this policy-oriented review will be to assess how these tools work in practice and what results and achievements they have demonstrated.

  • TechnoServe: Evaluation of the TechnoServe East Africa Coffee Initiative (2016-2017)

    IPE Global evaluated the long-term impact of Phase - I of Technoserve’s East Africa Coffee Initiative (2008-11) which was conducted in Rwanda, Kenya, Tanzania and Ethiopia with the objective of improving smallholder farmers’ yields & prices, and increase their household incomes. The evaluation assessed the extent to which the farmers continued to use productivity-boosting agronomic best practices 5 years after training, using tablet-based surveys of smallholder farmers trained under the programme. It also assessed the continued commercial viability of wet mills supported by TechnoServe, and whether the changes made under the wet mill programme enabled the achievement of a quality price premium for farmers.

  • Katalyst, Bangladesh: Mid-term evaluation of Value Addition of the Katalyst Innovation Fund (KIF), Bangladesh (2016)

    Katalyst is a market development project that aims to increase the income of poor women and men in rural areas of Bangladesh. In Phase 3 of the program, Katalyst introduced the innovation fund delivery model which funded innovative ideas in a range of agribusiness related sectors. Our mid-term review of the Katalyst Innovation Fund (KIF) documented the experiences and lessons learned from the implementation of KIF, critically assessed the added value of KIF to Katalyst’s overall portfolio, and prepared recommendations on the use and design of innovation funds to support M4P (Making Markets Work for the Poor) programs.

  • The World Bank: Monitoring, Evaluation and Learning Partner for the Sierra Leone Agribusiness Development Fund, Sierra Leone (2017 - 2022)

    The Government of Sierra Leone and the World Bank have established a US$12 million fund which aims to promote smallholder commercialisation by fostering productive business linkages between smallholder farmers and selected agribusiness firms, and other agricultural commodity buyers in Sierra Leone. The Sierra Leone Agribusiness Development Fund (SLADF) provides agribusinesses with competitive value chain finance tailored to their needs, required for the provision of productivity enhancing services and market access to out-growers. The project will target four commodity value-chains - rice, cocoa, oil palm and poultry. IPE Global is responsible for the design of the Fund’s monitoring and evaluation framework and processes, and as the portfolio matures, will be responsible for M&E data collection and internal learning processes. 

  • MasterCard Foundation: Monitoring and Evaluation Partner for the Fund for Rural Prosperity, Sub-Saharan Africa (2014-2021)

    The MasterCard Foundation Fund for Rural Prosperity (FRP) is a US$50 million challenge fund which aims to help 1,000,000 rural people in sub-Saharan Africa to move out of poverty through improving their access to financial products & services. We support FRP’s Fund Manager in the monitoring and results measurement of the fund. We were responsible for the development of the overall theory of change and results framework, and have worked with FRP’s partners to develop results measurement tools (e.g. results chains, beneficiary models, and KPIs) to measure the ongoing impact of their interventions. We also conduct annual field visits to grantees to track their business performance and the impact on financial inclusion for the target beneficiaries.

  • USAID: Partnerships for Affordable Health Care Access and Longevity (PAHAL), India (2015- 2020)

    PAHAL, a five year USAID funded project, aims to reduce preventable morbidity & mortality among women and children in urban areas through improved access to affordable and quality healthcare services for urban poor. The project leverages private sector resources, expertise and convening power for institutionalising promotive, primary and secondary health services. We are providing catalytic support to the urban health ecosystem through Inclusive Business Models (IBMs) for addressing primary healthcare needs of the urban poor through focused interventions aimed at addressing existing constraints. This includes developing and supporting adoption of innovative and sustainable demand side financing models (pre-pay, community insurance, deferred payments, etc.)

  • Multi-donor: Monitoring, Evaluation and Learning partner for the Africa Enterprise Challenge Fund (2008-2017)

    The AECF is a US$250 million enterprise challenge fund that supports the private sector to increase employment and reduce rural poverty. The AECF’s competitions are open to for-profit companies with innovative business ideas having significant potential for rural outreach and poverty alleviation. The majority of AECF’s funded projects are focused on agribusiness and renewable energy, either providing products & services to smallholder farmers or purchasing agricultural produce from them. Since its outset, we have supported the AECF’s Fund Manager with monitoring and results measurement. We have established a comprehensive results measurement system which tracks and learns from the performance of AECF’s projects and the contribution these are making to reducing poverty and changing market systems. IPE Triple Line led the roll-out of the DCED Standard for Results Measurement across AECF’s portfolio, designed and managed impact verification studies for a selection of AECF’s high-impact projects. We also produced the annual impact report as well as a series of thematic learning studies, including on decent work, gender equality, and additionality.

  • DFID: Independent Evaluation of TradeMark East Africa (TMEA) (2015-2019)

    TMEA works closely with East African Community (EAC) institutions, national governments, the private sector and civil society organisations to unlock economic potential through increasing trade. We are conducting an independent evaluation of TMEA’s project-level outputs and outcomes. The evaluation is undertaken through semi-structured qualitative interviews with TMEA staff, implementation partners and project stakeholders across Kenya, Tanzania, Uganda, Burundi, and Rwanda to evaluate TMEA outputs and outcomes against DAC criteria of relevance, effectiveness, efficiency, and sustainability. Projects include large-scale technical assistance to public sector institutions, capacity-building in civil society organisations, and training for informal cross-border traders.

  • DFID: Design of a DFID Challenge Fund to Support Arab Women Entrepreneurs (AWEF), Middle East and North Africa (2013-2014)

    The Arab Women's Enterprise Fund (AWEF) aimed to address barriers to women's economic inclusion in the Middle East and North Africa (MENA) region. IPE Triple Line designed a programme to support women entrepreneurship in Middle East region including activities to support greater access and improved working conditions for women in employment in the small and medium enterprise sector, to ensure sustained impacts on women's lives. 

  • The World Bank: Somalia Small & Medium Enterprise Facility (SMEF) (2016-2019)

    SMEF’s mandate is to provide technical assistance (TA), training and business development services (BDS) to private entrepreneurs and their employees, ultimately seeking to promote the development of SMEs throughout the Somali Peninsula. SMEF is also managing a pilot scheme in Somaliland - the Skills Training and Entrepreneurship Project (STEP) - which seeks to develop sustainable self-employment and market access for female youth. IPE Africa has developed a process to monitor progress of business start-up and growth; established and is managing a fully integrated monitoring and evaluation system on SMEF performance; and, has been conducting regular evaluations, reporting and audits as required.

  • ADB: Capacity Development for Public Private Partnerships (PPP), Maldives (2010)

    IPE Global assisted the Government of Maldives in (i) identifying sectors and areas where public-private partnership (PPP) can be introduced for the provision of infrastructure and services, and assessing the potential of enlarging the scope of PPP; (ii) developing frameworks for promoting enabling environment for greater private sector participation (PSP) and PPP, involving restructuring of sector structure, policy, institutional, and organisational aspects; (iii) developing framework for financing project preparation and development on PPP basis; and (iv) developing capacity within the Government to identify, evaluate, prepare, and procure projects on PPP basis.

  • DFID India: Design and implementation of UK-India Infrastructure Technical Cooperation Facility (2014-17)

    DFID India is contributing to the creation of an Infrastructure Technical Co-operation Facility to strengthen the business environment for private sector participation in infrastructure. IPE Global is responsible for designing and implementing a programme of support in the areas of regulation and policy, capacity and knowledge building. The support involves the preparation of analytical think pieces, support to stakeholder dialogues and workshops, development of policy products and capacity development.
